The Opinion states that major and medium-sized cities should select 2 to 3 strong circulation enterprises, organize pilot projects for vehicle direct sales operations, strengthen cooperation with surrounding fresh agricultural product production bases and farmer professional cooperatives, and open direct supply chain vegetable stores and fresh supermarkets in communities; Encourage the placement of direct delivery vegetable cabinets in communities and guide circulation enterprises and wholesale markets to open mobile vegetable sales vehicles; Encourage direct connection between communities and suburban vegetable cooperatives to enter the community for sales.
To ensure the smooth circulation of vegetables, the transportation department waives the tolls for vehicles selling vegetables in the community. The public security traffic management department provides various conveniences for vehicles delivering fresh agricultural products to the city and vehicles selling vegetables in the community to pass through and park.
In terms of constructing vegetable markets, the "Opinions" point out that each city (district) should build and renovate a number of public welfare vegetable markets through public building supporting facilities, site leasing, and other methods to ensure the basic living needs of residents. The vegetable market must meet the requirements of applicability, hygiene, safety, and environmental protection.
Meanwhile, cultivate a weekend vegetable direct sales market. Encourage various regions to adopt various forms such as vending cars and sheds, and organize suburban farmers to directly sell self-produced vegetables in the community, reducing intermediate links and lowering prices; Encourage cities to establish morning and evening markets using community squares, branch roads, idle sites, and other places, and support suburban farmers to sell self-produced agricultural products in the city.
